As the USAR teams are steadily returning to their homes this week, the unofficial and incomplete count of “live saves” by the rescuers is 134 with 47 of them made by the U.S. teams.  That is a number that will make the teams feel like they have been successful in their response and efforts.  I have seen so many times where a team has been deployed to another part of the world and after 3 days of searching only coming up with one or two survivors.  Sometimes there are none.  Usually the massive devastation that required the assistance in the first place is so heavy that it just isn’t possible for anyone to live long enough in the wreckage to be retrieved.  Keep in mind that the time required to muster the team, get the equipment loaded onto a plane that had to be brought it for the mission, and then transporting to the scene will take two days to begin with.

This event in Haiti is one that all of the teams in the world have been preparing for.  An unbelievably widespread destruction involving hundreds of thousands of people coupled with the usual third-world, sub-standard construction.  One thing that helped is the proximity of the country to the U. S. and we were able to get a lot of help on the scene more quickly than usual.  And we have all learned that this type of special team is now found in many, many countries as we saw video reports showing well-trained and equipped teams from places like France, Chile, UK and others.

Something else that was new to this international response was the inclusion of volunteer teams.  Two that I know of were a structural team from Germany and a medical assistance team from Brooklyn, New York.  The USAR team from Germany is not from one specific fire or rescue department, but is a national all-volunteer organization composed of  F&R members from many departments that is funded completely by donations from the public and businesses.  The team has been tested and certified by the same UN sanctioning organization that certifies all the others.  Their quick-response structural team arrived in Haiti with 2 tons of equipment and worked for five days before being rotated out.  The organization, International Disaster Response Germany reg. Assoc.,  is called @fire and is prepared for wildland firefighting assistance also.

The medical assistance team assembled by the Bedford-Stuyvesant Volunteer Rescue Squad in Brooklyn consisted of 144 medical doctors, EMT’s and nurses bringing their own medical supplies and arriving on a charter flight paid for by a church.  They were immediately assigned to work in the General Hospital in Port au Prince and within hours they had set over 300 fractures and delivered two babies.  Their duties included setting IV’s and administering medications while staying in a make-shift tent just outside the hospital.

These stories of selfless help rushing in to assist in an unbelievable effort have to make everybody proud of how these previously-unknown people have helped out the cause of humanity.

Alton Loses a Landmark

ALTON, ILLINOIS, IS ONE OF THE OLDER PORT CITIES along the Mississippi River that was a key point during the haydays of riverboat traffic.  One of the old neighborhoods that rose on one of the many hills was the home to many of the town’s wealthy as well as the Mansion House, a hotel built around 1834.

Last night (Thursday) at 7 pm Central a fire began that eventually led to the destruction of the city’s vintage landmark.  The building was currently partitioned into four apartment units and while all of the residents escaped without injury, one of them “barely made it out.”

The Alton Telegraph reports from the fire scene:

“We’ve got all hands at this two-alarm fire,” Fire Chief Greg Bock said shortly before 9:30 p.m. “The building is going to be a total loss. The fire has come through the roof. We’re protecting exposures.

“We’ve been in a defensive mode for about an hour now,” he said. “Most of the active fire is knocked down, and we’re trying to get to the remaining fire now.”

Firefighters conducted a search of the three-story building and determined nobody else was inside. A short time later, about 7:40 p.m., the order was given to evacuate the building.

“All the guys on duty fought a very valiant fight trying to put this thing out,” Bock said. “They did a pretty extensive search and had everybody accounted for. They were fighting fire from the top to the bottom from the time we got here until we couldn’t do anything else.”

Fraudster’s Mansion Burns in Milwaukee

A LARGE FIRE IN THE MILWAUKEE, WISCONSIN, suburb of Menomonee Falls completely destroyed a million-dollar-mansion Sunday morning.  The house was in full bloom when the Menomonee Falls FD got the alarm shortly after 5:30 am.

There was nobody home at the time they arrived and the fire is already classed as “suspicious.”  The owner of the house was recently implicated in a multi-million dollar daycare center scam that allegedly bilked the state of Wisconsin out of $3 million or more.

Fire units are still on the scene and no further information has been released yet.  The fire investigation is just getting underway.

A WORKMAN IN EASLEY, SOUTH CAROLINA, was towing a trailer behind his pickup truck Thursday when he started to cross a Norfolk Southern Railway track.  As he started across the level crossing, the gates came down blocking his path as the freight train was bearing down on the hapless driver.  Instead of driving ahead and crashing through the warning gate, he attempted to back up off the crossing.  But traffic behind him was blocking his reverse maneuver and he was caught.  He escaped from his truck just seconds before this happened:

The accident took place right in front of a railroad buff who was videotaping trains that afternoon.  Richard Helderman, who didn’t have the news cameraman’s instincts at the moment, caught most of the event with his video camera as shown by this report from WYFF-TV Ch. 4 Greenville:

The crash obliterated the truck and trailer as well as a Bobcat loader that was on the trailer.  The Bobcat caught fire, adding to the excitement.  But thankfully nobody was injured in the crash.

Home Explosion Severely Injures Teen

A DELMAR, NEW YORK, NEIGHBORHOOD WAS ROCKED by an explosion shortly before noon on Friday coming from a modest house in the Albany-area community.  The woman who lives there with her teenage son called 9-1-1 to report the blast just as fire was starting up.  First on the scene were two police officers who were met with heavy smoke coming from the house and just then two more explosions occurred.

Apparently learning from the uninjured lady that her son was inside in the basement, the officers went inside where they found the boy and pulled him out of the house.  The 15-yr.-old was suffering from severe burns over his body and had lost a hand in the blast.

When the fire units arrived on the scene, they decided on caution, not knowing what was causing the explosions, and stayed outside concentrating on protecting the exposures.  Smaller explosions continued for a while as the house burned down.  WRGB-TV reports:

The two town police officers who rescued the boy, along with two paramedics, were treated for “possible exposure to an unknown chemical,” police said. HAZMAT crews were reportedly decontaminating every emergency responder.

A paramedic told Heffernan that the basement was “filled with several chemicals,” while another emergency responder said that rocket fuel may have been among them. Agents from the U.S. Bureau of Alcohol, Tobacco, Firearms, and Explosives were investigating whether the chemicals were being used in the production of an explosive device.

Spectacular Tanker Fire in Austria

A FUEL TANKER TRAVELING THE A2 HIGHWAY NEAR GRAZ, AUSTRIA, Friday drifted off the travel lane and dragged along the guardrail, ripping open the tanks and igniting the stores of gasoline and diesel fuel.  Within seconds the entire truck was full ablaze with leaking product fueling the fire.

The 48-yr.-old driver was lightly injured, but he had the good fortune to be able to drag himself out of the cab and away from the inferno.

The fire brigade struck extra alarms as the burning fuel spread into a nearby forest and started a woods fire.  Compounding the situation was some runoff that went into the storm drains and began flashing, the explosions blowing manhole covers into the air throughout the area.  GRF-TV has a brief video of the fire:

The fire was mostly extinguished by burning out as the firefighters worked on containment and the woods fire.  The accident happened shortly after 8 am and the FF’s had the situation under control within an hour.  The truck originated in Salzburg and was heading south out of Graz en route to Vienna.

Early reports say that it may have been caused from the driver falling asleep at the wheel.  Total damages are expected to reach 300,000 Euros.  No other injuries were reported.

Karaoke Club Blaze Kills 20 in Indonesia

A FIRE RAGED THROUGH A 3RD-FLOOR KARAOKE BAR in Medan, Indonesia, Friday night leaving at least 20 dead.

The fire quickly spread to other floors of the entertainment complex, but was knocked down in about an hour by the firefighters.  Local news sources are saying that there were more than 200 people in the bar when the fire broke out.

Medan Police Chief Imam Margono told the AFP “We have found a suspect. He’s a member of staff at the entertainment complex.  ‘He tried to tidy up the carpet on the third floor by burning excess threads. The carpet quickly caught on fire.  

(The people) were killed because they got trapped on the third floor in the karaoke lounges.  The lounges were near a kitchen and the third floor was sound-proofed, so there was no ventilation.”  He added: “From the third floor the fire spread rapidly to other floors.”

Medan is located in the northern island of Sumatra.

Indoor Shooting Gallery Fire in South Korea Kills 10

AN INTENSE FIRE AT AN INDOOR SHOOTING RANGE BURNED 10 people to death, eight of them Japanese tourists, Saturday in Busan, South Korea, the country’s 2nd-largest city.  The other two victims were both Korean, one of them the visitors’ tour guide and the other an employee of the business.  Six more people are in the hospital with severe burns and it is expected that the death toll will rise.  DNA samples are being used to identify the bodies.

Police and fire officers, along with National Institute of Science Investigation officials, are at the site today trying to determine what started the deadly fire.  It began around 2:25 pm in the 2nd-floor shooting range which is located in a 5-story building in the commercial district.  Busan firefighters had the fire knocked down in 40 minutes.

Korea Times is reporting that:  Witnesses say an explosion was followed by sparks.
“A black column of smoke soared into the sky right after a sudden bang from the shooting range,” Yonhap News Agency quoted witness Keum Seong-hwan as saying. ‘”A group of Japanese tourists ran out of the building with fire on their bodies.”

The Busan Fire Brigade said that this gallery had been warned previously about the high use of toxic soundproofing materials on the walls.  These type of businesses are normally without windows, also.

Two FF’s Killed in Blast at Russian Military Base

AN EXPLOSION AND SUBSEQUENT FIRE AT A MILITARY DEPOT in Ulyanovsk, Russia, Friday has caused significant damage while killing two military firefighters and injuring at least 20 others.  At first there were thought to be more than 30 missing, but they were found later sequestered in a bomb shelter and escorted to safety.  The facility is a Russian Navy arsenal where weapons and ammunition are stored.  Officials say that there are “thousand of carloads” of ammunition kept in the depot.

The Russian Defense Ministry said the initial explosion took place around 4 pm local time (8 am Eastern time) “apparently during the disposal of ammunition.  The explosion in one of its workshops led to a fire which spread onto adjacent buildings of the military units,” the statement said. “The surrounding area is cordoned off. Fifteen fire brigades … are trying to localize the fire.”   The fire response was later upgraded to 20 companies.

Local hospitals were flooded with civilians suffering from cuts by broken glass caused by the long succession of explosions that at one point were occurring every 30 seconds.  Two trucks loaded with gunpowder also exploded.  Provincial governor Sergei Morozov said 3,000 people were evacuated from the area.

Restaurant Block in Vancouver Burns Down

A STRIP OF RESTAURANTS AND AN OFFICE BUILDING were destroyed in an early-morning fire Thursday in Vancouver, British Columbia.  The fire was first reported shortly after 4 am in the row of connected wood-frame commercial buildings that were about 80 years old.

The fire had gotten into a common void and spread throughout the complex quickly.  The FD concentrated on containing the fire to the block as the roof collapsed on the businesses.  The fire was brought under control by 8 am.

Fire officials say that it will be impossible to tell where it started until after an investigation into it is completed.

Backyard Fire Displaces 13

A PILE OF DEBRIS BURNING IN A SAN DIEGO, California, back yard has displaced ten adults and three children that were living amongst the piles of trash.  The house has been condemned and was supposed to be vacant, but it is believed that one person was squatting inside.  The other thirteen people were living in tents that had been set up within the debris piles when the fire started in the garage early Thursday morning.

The fire spread from the junk to a fence and then the rear of the house that had been scheduled for demolition.

After the video report was made, the Red Cross determined that they would not be providing any assistance to the vagrants because they had been on the property illegally.

Fire Takes Entire Apartment Bldg. in Missouri

A PRE-DAWN FIRE IN AN INDEPENDENCE, MISSOURI, apartment building destroyed the entire 3-story structure that had 24 units in it.  The fire was discovered just before 5 am Central time Wednesday morning, yet all 42 residents were able to escape safely with no reported injuries.

The fire moved swiftly into the attic and early on the roof collapsed into the building.  The fire department contained the fire to the one building in the large complex and had the fire under control by 6:30 am.

School Fire Begins While Classes Are In Session

A DESTRUCTIVE FIRE STARTED IN A Portland, Oregon, elementary school Tuesday morning while the students were inside attending classes.  The fire in the Marysville  ES took hold quickly and spread up into the roof area.  Everybody in the school, about 460 students and teachers, evacuated safely and orderly according to plan.  There were two adults who suffered breathing problems from the smoke, however.

The fire response was immediately upgraded to three alarms and brought over 100 firefighters to the scene.  The major part of the fire was in the kindergarten and 3rd-grade classrooms, but eventually about 1/3 of the building was destroyed.

Damage is extensive and the school will be closed for a long time for repair.  The wood-frame school was built in 1921 with fire safety in mind and was limited to one story with multiple doors on each side of the building.

Asheville Apartment Explodes, Burns

AN APARTMENT IN AN ASHEVILLE, NORTH CAROLINA, PUBLIC housing complex had an explosive-type event just before noon Monday that started a major fire in the building.  Nobody was home at the time of the blast, but a man working in the vacant apt. next door was slightly injured as he was escaping from the building that contains six dwelling units.

The fire got into the attic area and spread along the roof structure presenting a challenge to the Asheville FRD.  The Citizen-Times has a brief raw video taken during the early stage of the fire HERE.

Arson investigators do not expect to know cause of the fire until later today (Tuesday) at the earliest.  At the time of the fire, the woman who lives in the apartment was in the county courthouse seeking a restraining order against her former boyfriend. An arrest warrant has been issued for him.

Early estimates place the damages at $375,000.

Battery Recycling Plant Ablaze

FIRE BROKE OUT IN A BATTERY RECYLCING FACILITY Saturday afternoon in the Kootenays region of British Columbia.  The fire started around 4 pm Pacific time in the Toxoco Waste Management Facility in Fruitvale.  The plant is still burning on Sunday morning, but the fire, which spread to an adjoining building, has been contained.

The RCMP said stored lithium batteries exploded after a fire started in a small underground building at the Toxco plant, and the flames quickly spread next door to bundles of plastic and cardboard at Alpine Recycling.  They say that there were no people on the property at the time of the fire.  Witnessess say there were several explosions around 5 pm followed by a lot of flames and orange smoke.

Toxco advised the public that sulphur dioxide gas that had been given off during the fire did not pose any risk to the public, as it dissipated into the atmosphere.

The plant recycles materials from lithium batteries and recovers zinc and other metals from alkaline batteries.

Commuter Train Burns in Philadelphia

A SEPTA TRANSIT RAIL CAR STARTED BURNING around 7 am in west Philadelphia, Pennsylvania, Wednesday morning.  The train was packed with an estimated 500-700 commuters when the fire in the lead car broke out.  Some passengers said that they could smell something burning when they boarded the train at the Overbrook stop.

All the passengers were aware of the fire as soon as it flared up and when the train came to an emergency stop, all of them calmly exited the cars, many of them through the emergency windows.   WTXF-TV Ch. 29 covered the story and has this interview with one of the evacuees who describes the situation:

The fire was contained to the first (lead) car and there were no reported injuries.  The railcar was completely destroyed, but was able to be towed away by locomotive.  The Philadelphia school system dispatched a mini-fleet of buses to pickup the stranded passengers and carry them into the city.

Philadelphia is currently suffering from a transit workers strike, but the SEPTA employees are not in the striking union.  However, traffic was already chaotic in town before the fire shutdown the tracks for two hours.  FD officials say that there is no indication that the fire was in any way related to strike activity.

Man Severely Burned at Self-Service Gas Pump

A MAN WHO WAS PUMPING GASOLINE INTO HIS CAR in Frederick, Maryland, this morning is in serious, if not grave, condition following a fire that started near his car.

The accident happened around 4 am Wednesday morning when the Germantown resident pulled into the fueling area and, after visiting the inside of the store, began pumping gasoline into a portable container.  Before anybody saw what was happening, the entire car and the man were on fire.  A sheriff’s deputy was just a block away at the time and was the first on the scene.  He found the victim on fire and laying in a nearby parking area.

State Police say that he has 2nd- and 3rd-degree burns over 100% of his body following the blaze.  When the FD arrived the fire was extending to the superstructure of the pump area.  The State Fire Marshal is investigating the cause of the fire that led to $200,000 in damages to the store.

Deadly Tank Farm Fire in India

A SPECTACULAR FIRE AT A FUEL DEPOT in Jaipur, India, has been burning for over 48 hours.  The blaze extended from tank to tank until almost all of them were fully ablaze and as firefighters work along they are discovering the bodies of victims continually.  So far, nine bodies have been found and at least six more are missing.  More than 150 employees of the Indian Oil Company facility have been injured.

The fire began on Thursday evening around 7:15 pm and soon spread to all 11 petroleum storage tanks in the facility.  The size of the fire is beyond the capabilities of the Jaipur fire departmet despite the presence of Army firefighting assistance.  They are waiting for the fires to burn the tanks down to low levels where they can begin applying foam layers on the fires.  They are also constructing a trench around the fire site to contain any ground fire started by the burning tanks.

There is no word yet on what started the fire.

Indian tv network NDTV has some excellent video of the fire at its height.  They are also fanning the flames by accusing the IOC of being careless and reckless with their fire prevention activities in this video:

The Times of India brings in some “experts” to explain the situation:

The incident has raised several questions regarding safety measures followed at the IOC depot and the disaster management arrangements in Rajasthan. While those at the IOC depot seemed unprepared to tackle the fire, the state government’s disaster management team was also caught unawares and on the backfoot.

“Everybody was caught napping. According to government norms, every depot should be equipped with enough safety measures to handle fire in all combustible goods that are stored there. The depot must have been flouting norms, otherwise the fire would not have spread so much. And it is the failure on the department’s part that it could do nothing but just stand and watch as gallons of fuel just burnt away,” another expert claimed.

Experts feel the cause of the fire could be anything — from a leak in the tanks to a short circuit. “Anything could have caused the fire, but only negligence could lead to such a widespread disaster,” one of them said. “Why let a fire reach the uncontrollable stage? There are ways of handling such fires and the authorities seemed to have done little,” said an expert from Delhi.

According to fire technology experts, it is hard to believe that the city’s firefighters and authorities let the fire spread to this extent. Even after the fire turned uncontrollable, the authorities were required to take some measures to ensure that the damage was restricted.

Cudahy Fire Update

KURTIS POPP, BROTHER OF JOSHUA POPP, was sentenced today for his part in starting the July 5 fire in Cudahy, Wisconsin, that caused $50 million damages to the Patrick Cudahy Packing Plant.  Kurtis launched the military flare that his brother had stolen from the Army and had landed on the roof of the plant starting the fire.  The judge gave Kurtis the same sentence that he’d handed down to Joshua two weeks ago, 3 months in jail, 3 years probation and 500 hours of community service. 

Milwaukee County Circuit Judge Dennis Cimpl told Popp that he was being sentenced for “being stupid.”  There was no punishment equal to the damage that the brothers did to the community.  As he did with Joshua, Judge Cimpl ordered that the 3 months sentence be served by spending each of the next three July’s incarcerated.

Who Ya’ Gonna’ Call?

IN THE BALTIC REPUBLIC OF LATVIA, THEY CALL THE STATE FIRE AND RESCUE SERVICE.  Calls started pouring in shortly after 5:30 pm reporting a “ball of fire” plunging to earth near the town of Mazsalaca and setting a field on fire.  Firefighters found a crater in the ground measuring 30 to 50 feet across and 5 feet deep, along with some remnants of a fire that had been burning at the site.

Fire authorities and geologists are skeptical of the report, however, and are saying that there is a strong possibility that the entire episode is a hoax.  One geologist says that it appears that the crater is manmade and that molten metal was poured into the center to start the fire.  In addition, the land’s owner was selling admission tickets to the hundreds of sightseers who flocked to the site as soon as the word spread around town.

The Associated Press is reporting:

“This is not a real crater. It is artificial,” Uldis Nulle, a scientist at the Latvian Environment, Geology and Meteorology Center, said after inspecting the site on Monday.  Earlier Uldis had said his first impression late Sunday was that the 27-foot (nine-meter) wide and nine foot (three-meter) deep crater had been caused by a meteorite. He said there was smoke coming out of the hole when he arrived.

Uldis and other experts who examined the hole in daylight on Monday said it was too tidy to have been caused by a meteorite.  “It’s artificial, dug by shovel,” said Girts Stinkulis, a geologist at the University of Latvia.

Dainis Ozols, a nature conservationist, said he believes someone dug the hole and tried to make it look like a meteorite crater by burning some pyrotechnic compound at the bottom. He added he would analyze some samples taken from the site.

Memorable Blaze in Oklahoma

A MASSIVE FIRE IN AN APARTMENT PROJECT UNDER construction in Edmond, Oklahoma last night has already been described as the city’s largest fire in memory.

The four-story complex was still under construction when the fire broke out at 6 pm Monday night and spread throughout the entire project.  The Oklahoma City FD ran mutual aid assistance to the Edmond FD and they were kept busy as the fire burned through the night.  It is still being tended by fire units as several hot spots are still burning this morning.

There is no indication at all yet for the cause as the investigation is just getting started.

IT’S BEEN A WHILE SINCE WE’VE REPORTED on a major fireworks ka-boom in Asia, but some folks in Pallipat, India, have got the firecracker season started.  Friday night a wholesale firecracker warehouse opened up for some retail activity in preparation for the annual Diwali celebration, a major Hindu festival where people traditionally set off firecrackers and fireworks.

The shop was packed with customers when something caused a firework to ignite and it rapidly set the entire shop ablaze.  Panic ensued and since there was only one exit, it was just moments before everybody was trapped inside the inferno.  So far, at least 32 people are known to be dead, many of them burned beyond recognition.

S. Radhakrishnan, a Tamil Nadu state police official, said three people were arrested in connection with the Friday evening fire, including the owner of the building and the owner of the fireworks store in the town of Pallipat, about 90 kilometers (56 miles) from Chennai.

Radhakrishnan said the fireworks store had been denied a government license to operate and was doing business illegally. The owner’s father died recently and the shop had been closed for a few days, he said. A rush of customers were at the store when it re-opened just before Diwali.

A STUDENT DRIVER IN EVERETT, WASHINGTON, FAILED HER FIRST TEST late Thursday night when she piloted her minivan into an electric transformer.  The hard crash started a fire in the engine and when the cooling oil leaking from the broken transformer flowed into the fire area, everything ignited causing a spectacular blaze for the neighbors whose power had just gone off.

The driver and her passenger, who was supposedly giving her driving lessons at 10:45  pm, were both able to get out of the van ok, but not before the stunned pair were coaxed out by a restaurant employee who heard the crash.  The responding firefighters had the fire out in six minutes after they began applying foam to the fire.  But by then, over 1,500 electric customers had lost their power.
