Another Great Racing Movie in the Making

The 1966 "Grand Prix" movie remains a motorhead's favorite, with real racing scenes and cameos by many of the era's competitors. Got a Blu-Ray copy last year for a "boy's night in."

Ron Howard is producing "Rush" which chronicles the 1976 Formula 1 season-long battle between Austria's Niki Lauda and Britain's James Hunt.  Lauda suffers a near fatal crash on the first lap at the Nürburgring.

During the first lap of the 1976 German Grand Prix, Niki Lauda's Ferrari 312B2 spun and hit an embankment off the side of the track. His helmet became dislodged form the impact, and the car fuel tank ruptured.

The car was then hit by another, and it caught fire. Niki Lauda escaped with his life thanks to the combined actions of fellow drivers Arturo Merzario, Guy Edwards, Brett Lunger and Harald Ertl rather than by the ill-equipped track marshals.

At the time, safety vehicles took about 10 minutes to reach the driver, since the accident occurred several miles along the circuit.

WBZ News Radio 1030: CBS Boston: Chemical Suicide Forces Mass. Ave. Evacuations

Firefighters and police were called to 676 Mass. Ave. after a woman ingested a deadly chemical around 9 p.m. Monday. As a precaution, authorities evacuated the four-story apartment building and two neighboring brownstones.

12:37 am: Response at 11:05 pm to 676 Massachusetts Ave for a Haz Mat incident. This is a 4 story attached brownstone with several apts.

12:39 am: Earlier this evening, BPD and Boston EMS responded to this address for possible overdose. A woman was transported to BMC.

12:41 am: Based on further information obtained, Boston Fire was dispatched to the scene about potential Haz Mat in an apt on 1st floor.

12:44 am: After consulting a Doctor at BMC, Haz Mat crews are suiting up to enter the apt. and look for possible hazards.

12:46 am: The woman transported was pronounced at the hospital. Boston Police are conducting that investigation.

12:48 am: As with all Haz Mat incidents, this is a slow procedure where certain protocols must be followed.

1:01 am: Firefighter Haz Mat team now in apt. Back- up team standing by outside.

1:03 am: Mobile Decon Unit up, running and standing by.

The Fire Chief Merry-Go-Round Continues

STAFFORD COUNTY, VIRGINIA'S FIRST all-county fire and rescue chief announced Friday that he is resigning to take a new position.  Chief Rob Brown, 49, sent an email to all members of the department Friday telling them that he has accepted the position of fire chief of Fresno, California.  He will take over that position in mid-May.

Chief Brown took on the newly-created job in Stafford County in 2005 after the Board of Supervisors decided that the growing county would have to take a more direct control over the volunteer fire departments.  Currently the county has 116 career firefighters  and about 250 active volunteers in 14 stations.  Fresno has 357 paid firefighters and 24 stations.

CHILLICOTHE, OHIO, FIRE CHIEF Bruce Vaughan has been temporarily relieved of his duties and the department's Assistant Chief Jeff Creed has been appointed interim chief to maintain the office.  Chief Vaughan's latest problem surfaced last month when it was discovered that most of the department's breathing air bottles were beyond their 5-year expiration date for hydrostatic testing.  The mayor is especially upset over not being made aware of the situation and yet the newspaper did.

Vaughan has said that he will announce tomorrow (Monday) whether or not he will voluntarily take his retirement.  He has been on the department since 1973.  The Chillicothe Gazette has the STORY.

Firegeezer readers may remember that a year ago the city's only remaining fire station was cited by the state fire marshal for not having a fire alarm system and having an inoperable sprinkler system.  The department then had to pay firefighters overtime for 24 hours to patrol the station on active fire watch until the systems had been corrected.  Reat that story from March 31, 2011, HERE.

THE SWANSEA, ILLINOIS, VILLAGE COUNCIL is thinking about fire department layoffs to help balance the village budget.  Nothing new there, except their layoff consideration  is the fire chief instead of the firefighters.  In reality, the village has just two paid firefighters, the chief and the deputy chief, and 35 paid-on-call FF's.  But since the chief makes $15,000 more than the deputy, the council has this brainstorm suggesting that they lay off the chief (who is just 4 years shy of retirement eligibility) and appointing the deputy as acting chief without any raise in pay.

Chief John McGuire tells the News-Democrat:  "Why would you cut a department with two people that have a direct, daily effect on the residents when you could cut other places that don't affect residents' safety? Anybody could read that budget online and find the budget problems are not caused by the Fire Department."

A PRE-DAWN FIRE IN DECATUR COUNTY, TENNESSEE, Saturday claimed the life of the District 3 Fire Chief, Kenny Fox.

The Jackson Sun reports:

Kenny Fox, fire chief of District 3 in Decaturville and sergeant for the Decatur County Sheriff’s Office, died Saturday morning after saving the lives of two other volunteer firefighters by pushing them out of the way before a roof collapsed in a fire.

Decatur County Sheriff Roy Wyatt said the call for the fire came in around 4:24 a.m. Saturday from the Oak Hill Cafe Bar and Grill on U.S. 412, west of Parsons. He said the firefighters arrived on the scene at 4:45 a.m. Wyatt said the roof collapsed on Fox.

The two firefighters that he pushed to safety are brothers.  Jeremy and Randy Inman were taken to Decatur County General Hospital and then later transferred to the burn unit at Vanderbilt Medical Center in Nashville for treatment to 3rd-degree burns that both suffered.

Chief Fox was age 39 and is survived by his wife and three sons.  One of his sons, age 19, was also working the fire and remained until his father was located and removed from the destroyed building.

North Carolina Transportation Board Flips – Will Now Allow Highway Bridge to Be Named After Fire Captain Bowen.

Will Also Look at  Revising Overall Policy

A COMMITTEE OF THE NORTH CAROLINA DEPARTMENT of Transportation has voted this morning (Wednesday) to overrule a policy and recommend that a highway bridge be named in honor of Ashville Fire Captain Jeffrey Bowen who died tragically last June while fighting a fire in a mid-rise office building.  (See Firegeezer stories HERE, HERE, HERE, and HERE.)  The fire was found to be an arson, but nobody has yet been arrested for the crime.

A few months following the tragedy, the Buncomb County Board of Supervisors, along with every state fire agency and associations, sent a resolution to the DOT to name a bridge on the nearby Interstate highway that Bowen crossed every day to and from work.  The DOT declined saying that naming privileges are reserved for law enforcement officers.

This brought an outpouring of public indignation and the creation of an online petitiion that quickly gathered thousands of signatures.  A goodly number of politicians jumping on the bandwagon helped it gain momentum and encouraged the Roads Committee to find a way to make an exception.  This morning the committee voted unanimously to accept the request and forwarded the recommendation to the full Transportation Board that will hold a special meeting tomorrow (Thursday) where it is expected to approve the application.

The Asheville Citizen-Times reports today:

(DOT spokesman Ted) Vaden said Robert Collier, chairman of both the full Board of Transportation and its Naming Committee, said during this morning’s meeting "that the community had made clear its concern and interest in having the bridge named for Capt. Bowen."

He paraphrased Collier as saying, "This may appear to some as a capitulation, and indeed it is. We recognize the will of the people and that’s why we’re here, to support the people."

Naming requests typically do not come before the full Board of Transportation until a month after the Naming Committee acts, Vaden said. But in this case, the full board is scheduled to vote on the Bowen request Thursday, and there appears to be little doubt that it will go along with the committee’s recommendation.

"This won’t actually be official until the board votes tomorrow … but there was clear, strong sentiment, unanimous sentiment, on the part of the Naming Committee to make the change," Vaden said.

The full board will also spend time over the next 90 days to consider changing the practice that led to the initial declination of the request.  During that time there will be a moratorium on acting on naming applications.

Firegeezer notes:  As you know, we have loyal readers all around the world including our cousins in public safety, police officers.  One of those is Police Prefect Captain Choong Li-Kari in Whung Lo Province of China.  He sent us this friendly email and I am more than happy to pass it along for your enlightenment.

The Whung Lo police recently moved from an old and cramped building into a new station and their moving day was documented on a video that Captain Li-Kari has shared with us.  Since we also have the occasional relocation activity, this video may prove helpful in your plans if the need ever arises.  So learn and enjoy.

Albuqueque Firefighters Miss Mega-Millions by a Digit, Settle for 10 Grand.

"Who Said Make it a Five?"

FIVE ALBUQUERQUE, NEW MEXICO, FIREFIGHTERS from Station 8 had a heart-stopping moment Friday night when their jointly-held Mega-Millions lottery ticket missed the big payoff by one digit.  If they had selected a "4" instead of the "5" on their choice, they would have been home with the grand prize.

Their shift leader, Capt. Jed Hyland says that their decision to buy a ticket was made just ten minutes before the cutoff time for sales.

Their "firefighter close call" wasn't a complete miss, though.  They will be picking up a $10,000 check to split and will be donating part of their winnings to a welfare fund they have set up for an AFD firefighter who is battling a voracious brain tumor that needs immediate surgery.

UK Petrol Panic Leaves Ambulances Dry and Mum Burned

A NATIONWIDE BINGE OF GASOLINE AND DIESEL fuel panic-buying has stripped Great Britain's gas stations of their supplies and caused some near-deadly results.  The phony crisis began earlier this week when it was learned that the tanker truck drivers are negotiating a new union contract and threatened a walkout if a deal wasn't struck before long, but no date was mentioned.

That was all that Cabinet Minister Francis Maude needed to spring into action and do what politicians do best…. pass out faulty information.  He went on tv and told the public at large to fill their cars' gas tanks and "fill up a couple of jerry-cans to keep in the garage" despite this being strictly against the fire code. This led to a national run on the filling stations who promptly ran out of supplies and then began limiting purchases to £50 at a time, even though there is no fuel shortage.

The Evening Herald reports:

A SENIOR British cabinet minister who urged drivers to stock fuel in jerry cans faced calls to resign last night after a mother-of-two set herself alight as she decanted petrol in her kitchen.

Diane Hill (46) of York, England, suffered 40% burns when she apparently tried to pour petrol from a can into a jug to refuel her daughter's car.  Ms Hill's gas cooker was on and the petrol caught fire.

The mass panic-buying of petrol instigated by the government was continuing today — despite no strike having been called by tanker drivers.

Now come reports that ambulances and police cars are unable to get refueled due to the arbitrary restrictions and unexpected closing of fueling stations.  Even though they are supposed to have priority fueling and no limit on fill-ups, they are reporting from several areas that they are being forced to wait in lengthy lines and limited to the £50 limit (which buys roughly 8 gallons).

Chris Hunt, Director General of the UK Petroleum Industry Association, described the situation as "self-inflicted insanity".

Do I know a few people who need to read this! Too bad they wouldn't recognize the significance of it.

Objectionable Image of EMS Responder

Last week Candice King, a staff writer on the student-run The Ithican, wrote about freshman Joshua Cource's experience as a member of the all-volunteer Newton Volunteer First Aid Squad.

The first paragraph was troublesome for many EMS providers:

Freshman Joshua Couce has violated the speed limit on occasion. Couce might exceed 100 mph, but he is not behind the wheel of a sports car. He is driving an ambulance with an injured patient in the back.

More than 50 posted responses to the article, including this one, from Ben Abo (Pittsburgh) wondering about the level of certification for Mr. Cource:

My first shift in EMS was the day after I turned 16 in South Jersey. I, too, loved it. In fact, I've since had a great career as a paramedic, then physician and done a lot of EMS lecturing, mentoring, and research. I'm a huge supporter of collegiate EMS (in fact, I happily spend my Bday weekend every year to lecture at and take part in the National Collegiate EMS Foundation).

Again, there are a number of benefits even beyond patient care of having a squad on campus. But IF the ambulance can even get that fast, it shouldn't. There isn't a need. Furthermore, 40 hour course is for first responders… 110-120 for EMT basic, and a whole lot more for paramedic. Sooooo… which is it? @Michael Hayoun: right on. (Please see his posting below). @Josh Couce: Keep on the passion, but always be learning from things.

Accuracy, clarity and tone – the undergraduate challenge

The on-campus undergraduate experience includes testing limits, exploring options and making mistakes in a relatively secure environment. While far less insular than the campus of the 1960's, it still resembles a bubble of " near-adulthood."

This news article will serve as a "life lesson" for both Cource and King.

Just like the premature announcement of the death of Penn State Coach Paterno by student-run Onward State created a national media frenzy and the resignation of Managing Editor Devon Edwards.

Spending the last seven years working with undergraduate students, and their limit-testing learning, have made me less sensitive to the outrage expressed by many others.

The Scott Kier manifesto

A former New Jersey EMT, Scott "medicsbk.com" Kier posted a response on his blog that was promoted by The Happy Medic.

Bad Publicity and Saving Face.

Scott makes three annotated points:

  1. The Newton First Aid and Rescue Squad – First of all, a full admission of what knowledge of the article prior to its publishing needs to be explored and put into public record.
  2. Joshua Couce – Joshua needs to post an apology to all that were affected by this article. (Including a personal apology to Scott). [see Scott's comment]
  3. The New Jersey State First Aid Council, Maybe it is time to step in and offer them some guidance in how to handle the situation at hand.

Organizational "Life-Lessons"

Scott makes some excellent points once you get past the anger.

The volunteer organization will need help in both responding to this crisis and in improving their public image. There may be issues with some of the incident pictures (license plates and patient faces) on their FaceBook page.

The state organization has an opportunity to move beyond clinical training. While NJSFAC provides college scholarships and reduced tuition, maybe some focused training on running a volunteer first aid squad in the 21st century would be helpful.

While the article did not provide identification of any patients, the description of a unique fatal event in a small town is far from anonymous.

Supervision and mentoring of younger members should continue until they are real adults, around 25 years old. Cource joined the first aid squad when he was 16. He is an 18 year old Senior Emergency Technician.

According to the article, Mr. Course is making a 400 mile round-trip from college to provide 12 hours of responder coverage to his hometown on Sundays. That's dedication!

Not sure that we need "the nuclear option" to resolve this issue.

Congratulations to Bill Schumm!

Who knew?

I was a truck company officer when I first worked with Bill. At almost every line-up, Captain II Schumm would have a interesting or weird story that was fire related.

Most of the in-station training classes delivered by the Captain included an interesting story or factoid. Some reflected his interest in history or architecture, other items from his experience working at the busiest station in the county

Some of the factoids or recommended practices in the Fire Officer textbook came from Bill.

Checking the attic

For example, Bill always required that the attic be checked on every call, regardless of the nature of the emergency.

His goal was for the crews to understand the diversity and surprises found in attics, before we had to operate in a high heat, low-visibility situation. Based on a near-miss when he worked on The Highway.

A large part of the district was filled with houses built during World War II. Many had balloon frame features. By the 1980s almost  all of them were converted to living spaces.

Sweating the Details

The first time Bill rented a booth at Firehouse Expo, most of the attendees thought we were selling some supplement for ancient firefighters.

By the third year, most of them were fans, almost more than those coming to serve STATter911 with a summons or threat.

‘Disabled’ FDNYer with $95K pension now a NASCAR rescuer

Cliff Stabner, a 55-year-old city firefighter who retired in 2003 with a three-quarter disability pension of $95,000 annually, has surfaced as a member of the fire rescue team responding to crashes at Dover International Speedway in Delaware.

The Post has obtained photos of Stabner wearing an orange jumpsuit and a helmet and standing next to a rescue vehicle at Dover’s “Monster Mile’’ track.

Stabner also is a fire captain in his quaint new hometown of Lewes, Del.

Real and imagined issues

Like take-home cars (Miami-Dade, Fairfax), and on-duty shopping at a grocery store (Boston), almost every task or situation is subject to scrutiny and instant analysis.

YOU HAVE TO FEEL SORRY FOR ALBUQUERQUE, New Mexico, Fire Chief James Breen.  Every month, it seems, another ghost from the past floats in and causes an embarrassment for the fire department.  The March edition brings disclosure of a series of unauthorized photos of a porn model in various levels of undress posing provocatively with the former Engine 6. 

Chief Breen explains that the pumper, which was used at the fire academy for about eight years, was auctioned off as city surplus in 2008, but the FD had failed to remove the door decals and department identification.

The photos showed up in a Las Vegas-based XXX website and is causing a bit of both embarrassment and notoriety for the department.

REBECCA BRYAN OF MUSTANG, Oklahoma, was arraigned last week on charges that she murdered her husband Keith Bryan, Fire Chief of Nichols Hills Fire Department, last September 20.

On September 21 Firegeezer carried the story of the surprising murder of Chief Bryan by what was initially reported by his wife as having been committed by a man who walked into their house and shot Bryan in the head and then left.  Read the early reports HERE and HERE for the background on the crime.  All of the initial information was provided by his wife Rebecca ("Becky").

Two days later, Rebecca was arrested at a motel where she was staying and charged with first-degree murder of her husband.  Read the Firegeezer report on the turn of events leading to her arrest HERE.

Her first court appearance was held last Wednesday when she was arraigned in Canadian County District Court.  During the hearing the court took testimony from four witnesses.  Excerpts from the four testimonies as published in the The Oklahoman follow:

  1. After the shooting, (Debbie) Proctor said Rebecca Bryan called her and asked her to come over.

    On the way to the hospital to check on Keith Bryan, Proctor testified that Rebecca Bryan showed the people in the car a picture of another man's penis on her phone. She testified that Bryan told them she had sex with the man, one of her real estate clients, earlier that day and felt guilty because of the shooting.

  2. Bryan also showed them a text message she sent to a former lover about inheriting a significant amount of money soon and moving to Hugo.

    The man, identified as Mark Holbrook, testified that Bryan also called him three hours before the shooting. He said the last time he spoke to her before the shooting was in February 2011. The night of the shooting she called him and he hung up on her, he said.

    (He admitted that he had a 1-year affair with Rebecca that ended prior to the shooting.)

  3. Mustang police officer James Davis testified Wednesday that he approached Rebecca Bryan in the garage after the 911 call, and she started talking to him about a burglary case he worked in the past rather than telling him details about the shooting.

    Davis said he had to ask Bryan where her husband was. "I had to ask her to take me to him," he said.

  4. Mustang Detective Camie McNeil testified Wednesday that Rebecca Bryan was also laughing at the scene.

    McNeil testified she was collecting gunshot residue and Bryan thought it was funny.

    "Bryan said she watches ‘CSI' and knows all about this stuff," McNeil said.

In order to provide more time for the state to question more witnesses, the judge continued the hearing until April 4.

Third annual EMS On The Hill Day tomorrow

Close to 200 ems providers will be visiting their elected officials on Capitol Hill tomorrow.

This is the third annual "EMS On The Hill Day".

A National Association of Emergency Medical Technicians (NAEMT) advocacy for selected legislation that impacts emergency medical services. An effort assisted by Advocates for EMS.

For the first time, the American Ambulance Association is participating in this event.

2012 Legislative Focus on three pieces of legislation

Support of Medicare Ambulance Access Preservation Act (S. 424, H.R. 1005) by Senators Schumer, Roberts and Conrad in the Senate and Congressmen Boustany and Neal in the House.  The Medicare Ambulance Access Preservation Act would implement the findings of the GAO report by replacing the current temporary relief with a 5-year adjustment of 6% for urban and rural ambulance service providers and a 5-year extension of the super rural payment for extremely rural providers. This is the third year NAEMT has advocated for a more permanent ambulance reimbursement solution.

Co-sponser the Public Safety Officers' Benefits Improvements Act (S. 1696, H.R. 4018) by Senate Judiciary Committee Chairman Patrick Leahy, and Congressman Mike Fitzpatrick and House Judiciary Committee Chairman Lamar Smith. This extends the death and other benefits under the Public Safety Officers’ Benefits (PSOB) program to non-profit nongovernmental paramedics and emergency medical technicians (EMTs) who die or are severely injured in the line of duty. This is the third year NAEMT has advocated extension of this benefit.

In the House, co-sponsor the Field EMS Quality, Innovation, and Cost-Effectiveness Improvements Act of 2011 (H.R. 3144), by Representative Tim Walz (D-MN). In the Senate, please support efforts to promote and cosponsor similar legislation once companion legislation is introduced.

H.R. 3114 addresses many of the challenges impeding the ability of EMS to better fulfill public expectations that all who need emergency medical care in the field can depend upon the highest quality of care and transport to the most appropriate clinical setting. Among the Institute of Medicine (IOM) Report, "Emergency Medical Services: At the Crossroads" (2006) recommendations addressed in H.R. 3144 is the establishment of the Department of Health and Human Services as the primary federal agency for EMS and trauma. The legislation also would establish new EMS grant programs; enhance research initiatives; and promote high quality, innovation and cost-effective field EMS.

AAA joins NAEMT On The Hill

The American Ambulance Association scheduled its board meeting today and is providing a "Reimbursement Task Force Meeting" this afternoon that is open to all EMS On The Hill attendees.

Becoming a tradition

2011 Caprice PPV 93C "Detective" vehicles – law enforcement customers ONLY!

This model is found in many markets: a Saudi Arabian Caprice, a Buick Park Avenue in China and the Lumina in Asia. With an EPA city rating of 15 miles-per-gallon for the V-8, Lutz said that he could not make a business case for a Caprice in the US.

Commodores were available in United States as a 2008 Pontiac G8. A supercharged $44,000 GXP model was a motorhead's hope for a 21st century version of the 1994 – 1996 "bathtub" Caprice SS that had a Corvette motor. Poor G8 sales, elimination of the Pontiac brand and General Motors bankruptcy ended that fantasy.

Virginia naming rights

The General Assembly approved the concept of selling naming rights to public roads.

Liz Essley covered this development for the Washington Examiner:

Drive it, buy it, name it Virginia is preparing to sell naming rights for its roads and bridges.

Costs will vary, but proposals include:

  • Major interstates like I-95: $200,000 in urban areas, $75,000 in rural
  • Primary Roads like Glebe Road in Arlington: $20,000 to $50,000
  • Secondary Roads like Burke Centre Parkway in Fairfax: $5,000 to $17,500
  • Tunnels and a ferry: $3.1 million total
  • 25 interchanges: $19 million total

After a Long Quiet Spell….

PITTSBURGH, PENNSYLVANIA, FIREFIGHTERS HAVE A SPECIAL relationship with the magistrate, it seems.  Up until about a year ago, Firegeezer was reporting on an almost-weekly basis about firefighters being arrested for all kinds of punishable offenses and the fire chief was going bonkers trying to get them to behave.  It has been very quiet on that front lately, but last Thursday  the peace was broken when the local newspapers and tv stations learned that the PFD has suffered still another embarrassment, this time at the instigation of a Deputy Chief.

Police reports say that on February 27, Deputy Chief Michael Mullen, 55, attacked a patron in a southside bar and started beating on him.  When a few patrons and the bartender, along with the bar manager, got the two men separated, Mullen then hauled off and punched the bar manager in the face.  It was then that they called the police who came and took a report.  On March 7 the police filed a misdemeanor assault charge against Mullen and the word got out.  As often happens, the Fire Chief Darryl Jones learned about it from the news reports because Mullen never reported his arrest to his superior.

The city's Public Safety Director Michael Huss is pretty steamed about this because Mullen has been in trouble many times during his 37-year career.  KDKA-TV tells us:

"It’s a big problem and it’s not the example we expect, it’s very embarrassing to the city and to the fire bureau and it’s something ….," Public Safety Director Michael Huss said. "He’s had issues in the past and we tried to prevent him from being promoted, but the courts told us we had to promote him."

"In retrospect, I wish the courts hadn’t done that," Huss added.

Huss said Mullen should not be a deputy chief.
