This is actually very common in Pennsylvania. The volunteer FD is a 501c3 or c4 corporation, just like the hospital or the Red Cross or United Way. They then may or may not have contract, ordinance or resolution recognizing them as the provider of fire services.

Thats an insane budget, and the council has no control over what happens. I would expect my chief to do a whole lot for $70,000. Clearly know its not right with the way he got his back up.
Hate to see what the taxes are if they population is only 2600 !

This is why we have state controlled fire departments.
