		<description>Oxygen is not flamable...it will not burn by itself.  However, it is an oxidizer that will rapidly aid the combustion of any flaming material it comes in contact with.  I would assume in this case that the increased oxygen in the proximity of the burning cigarette cause it to flame up and in turn then also caused his clothing to flare as well.
