The National EMS Management Association issued a white paper titled “Emergency Medical Services. Management and Leadership Development in America: An Agenda for the Future” (57 pages, 312 KB) at their business meeting during the EMS Expo conference last month.

THE NEVER ENDING EMS AGENDA FOR THE FUTURE

The process to move EMS from a 1960 era skill based vocation started with the 1996 position paper EMS Agenda For The Future.

It was written by members of the National Association of EMS Physicians (NAEMSP) with the assistance of the National Association of State EMS Directors (NASEMSD) and funded by the National Highway Transportation Safety Administration (NHTSA) and the Health Resources and Services Administration (HRSA).

This was their vision:

Emergency Medical Services (EMS) of the future will be community-based health management that is fully integrated with the overall health care system. It will have the ability to identify and modify illness and injury risks, provide acute illness and injury care and follow-up, and contribute to treatment of chronic conditions and community health monitoring. This new entity will be developed from redistribution of existing health care resources and will be integrated with other health care providers and public health and public safety agencies. It will improve community health and result in a more appropriate use of acute health care resources. EMS will remain the public’s emergency medical safety net.

CONTINUING THE NATIONAL EMS DEVELOPMENT PROCESS

The Agenda has resulted in federal funding for ems organizations to develop the Scope of Practice and the Educational Standards.

Now the National EMS Management Association wants to use the same process to develop the competencies, development and accreditation process for ems supervisors, managers and administrators.

This effort builds upon an earlier effort by the National Association of EMTs to develop professional competencies for unit leader, supervising EMS officers, managing EMS officers and executive ems officers.  These are provided in the appendix of the NEMSMA white paper.

NEMSMA is proposing a three step procedure.

  1. Identify EMS Officer Levels and Competencies.
  2. Develop an experience, training and education network, including national EMS officer development and resource centers
  3. Nationally accepted credentialling body.

NEMSMA hopes to procure NHTSA or other federal funding to start this process, as was done for the clinical side of the profession.

Not sure if federal funding will be available. but it is a great idea.
