Looks as though you are some idiot from another state that doesnt believe in privately run fire departments! Id advise you to do a bit more research before you go opening your trap and finding yourself in more trouble than you could ever think of getting out of! That fire department IS LEGAL as everyone can see, IF they will check the STATE OF ARIZINA RECORDS! All the person everybody wants to criticise ever did was START the Department! Get your facts straight please and let the damn subject fade away!
Also, it was understood that it was the State Fire Marshalls Office that advised the Department (and the person everybody speaks about) how to LEGALLY start the Fire Department so dont go acting like you know everything when, in fact, you do not!
The letter sent to the person on how to start the fire department was posted online somewhere i believe so thats how everybody knows it was the State Fire Marshall that helped out in describing how to get the FD started and actually congradulated the person mentioned in getting the FD started so haha to what YOU know… IDIOT!

Sounds like the ligitimate FD's of Arizona need to work on their state officials to get the laws/regulations on the books as to what is a FD and get this nut out of the picture before someone gets hurt. While your at it get some people in the fire marshall's office with some common sense to stop this as well.

As we have said prior to this, none of these things you have mentioned ever occured and simply can not be proven that they did. You seem to have ALOT of mouth but no means of backing it up, EXCEPT mouth. You may think that evidence collection means nothing but the police can gather your information quite easily so yes wed say that everything you or anyone else may say could be considered cyber-stalking which in turn the collection of evidence is every bit necessary and worth its weight in gold so please, please, keep talking your garbage. :-)

It has been said time and time again that that Department IS legal. The person everybody speaks of never stated they had or owned any type of FD but is only a REPRESENTATIVE of such Department. BIG difference in OWNING and just being a rep! Also it was noticed in the postings that the idiot above you(who cares) posted in another forum was totally incorrect. NEVER at any time has Bridge Canyon FD or any of its affiliates asked for donations from any of the Fire Districts in Mohave County. Thanks for leaving those types of posts though. That just makes the Departments (and the individuals) case much stronger against you, so please keep on talking as they (the Department and the individual) can continue collecting evidence against you. :)

This "person" is clearly a very very sick person, I hope that this is the end of this crap for you guys, I feel sorry that the Arizona government is is pathetic in the regulations they have regarding fire departments. Thankfully here in Australia we are very strict when it comes to setting up depatments and there certainly isn't any private departments that respond in the way you describe.

Small world. Donna Clark caused much consternation to sellers on Ebay where she is infamously known as Fire Liar. She was given the boot by Ebay eventually. A press release sent out by "Donna Clark" (Frederick Cross) to the local paper includes the following statements:

"IT IS NOT A STATE REQUIREMENT THAT OUR DEPARTMENT MUST FIRST BE APPROVED BY THE STATE FIRE MARSHALLS OFFICE IN ORDER TO BE CALLED TO OR RESPOND TO EMERGENCIES. THE STATE IS ARIZONA ALSO DOES NOT MANDATE THAT FIREFIGHTERS BE CERTIFIED, ONLY MEDICAL PERSONNELL(EMT'S, etc)"

"To contact us for a call, etc you must call our number, not 911. We will contact the proper authorities (ie, Sheriff, Ambulance), if needed after we are contacted. This will be until we are on the 911 system."

"Our Department, Bridge Canyon Vol. Fire Dept IS the legally state recognized Fire Protection entity for Bridge Canyon Estates and other areas that have been selected as recorded into Yavapai County Records, Document No: 4143495, Book 4512, Page 481 of the Records of Yavapai County, State of Arizona"

"Being that these areas are legally our Departments response and coverage areas, this means that Seligman Fire District has no right, no matter who they are called in by, to respond in our area"

These were quotes from "Donna Clark" Fire Chief- Bridge Canyon Volunteer Fire Department as given to the local paper and subsequently given to Yavapai County Sheriff Deputies just two weeks ago.

The Seligman community is made up of Seligman, Bridge Canyon, Sierra Verde, etc. Seligman fire has it's roots going back to the 1800's with the old push cart's. Seligman Fire has always been the 911 responder for Seligman and surrounding neighborhoods. Several of our firefighters live in these neighborhoods that Frederick Cross claimed.

Arizona has such relaxed fire department laws that you can buy a fire truck, call your department "Bob's Fire Truck" and run calls with lights and siren. The state of Arizona will even throw in government plates so you can look official.

I feel sorry for the agencies that were duped into donating equipment to this con-artist. The Bridge Canyon Volunteer Fire Department is made up of two people - Frederick Cross "Donna Clark" fire chief and Charles Clark president of BCVFD. Yet, Frederick managed to get a recent donation of 24 sets of brand new turnouts. In the meanwhile, there are legitamate fire districts that are hurting for money so badly that they have to share turnouts (first come first served at a fire). Frederick Cross recieved many equipment donations and was also buying and selling under aliases on ebay.

I would like to thank the following:
1. Yavapai County Sheriff deputies for compiling evidence, working with me and executing the arrest.
2. Our former fire chief John Kennedy, for holding his head up high all of these years ignoring, to the best of his ability, the threats and harrassment from Frederick Cross. John took the brunt of the abuse.
3. Shawn Rice, a former firefighter who spent many hours of his time over the past year and a half trying to get the DA to do something about this. The DA was probably overwhelmed trying to get murderers, rapists, etc convicted. This obviously wasn't high priority.
4. All of the residents like Vicki Wooden who ran petition drives to keep Frederick Cross from being the sole responder in their neighborhoods without the residents permission. A thick stack of petitions were signed and residents of these areas were obviously outraged.
5. Seligman Firefighters for doing their job to the best of their abilities despite being unpaid and threatened and harrassed by Frederick Cross at emergency calls.

Apparently, she/he was known on the forums as a know it all and they have finally got a face to put with the insanity.

I am the Deputy Chief of Seligman Fire. We have been reporting this stuff for over 2 years now. The Yavapai County district attorney recieved a stack 1-1/2 inches thick of documents from us between November 2006 and August 2007 - they did nothing. They even returned all of the documents to us. We felt pretty helpless especially when we contacted the Arizona state fire marshal for help. Frederick Cross has bombarded his office with calls to the point he wouldn't listen to us.

What finally triggered the warrant was the threats to Lifeline Ambulance and the fact that Frederick Cross was looking up personal info about my wife and I on some sort of hackers database. Frederick Cross was studying where we live, what we own, personal data, etc. Being that my wife and I work side by side with these deputies at emergencies, I think they hated to see us get stalked this way. So I spent approximately 4 hours with them putting together all of the evidence and helping them connect the dots on the illegal activity.

Frederick Cross was able to get a fire truck and Arizona gave him government plates. He listened to Seligman Fire radio traffic and followed us to many scenes. Our guys were instructed to keep working and try to ignore it but the confrontations were annoying, scary and disturbing.

When Frederick was arrested, it seems like the whole neighborhood here breathed a huge sigh of relief. Frederick Cross, using multiple aliases was able to convince many that he "Donna Clark" was a legetimate fire department and 911 nearly rolled over to him. We couldn't believe how this could be happening. Thanks to an enormous petition drive in the last 3 weeks by affected risidents, the 911 rollover attempt was stunted when people banned together to keep Frederick Cross from being the sole medical responder in the neighborhoods surrounding Seligman.

I hope this is over. Our firefighters have been great donating thier time and efforts to emergencies and shouldn't have to deal with the threats anymore. It was so bad that some of our men requested to carry pistols to fire calls. We truly thought that this person would kill one or more of us.

We are still concerned that Frederick will make bail and carry it out.

Our phone number is: 928-422-4333 and our initial field frequency is 154.145. We also can be reached on the statewide mutual aid channel (154.280)while we are on call as well as off-call as we monitor this channel.
We do not have EMT's but we do offer first response(first aid) until an ambulance arrives onscene and our response personnell does have prior EMT related experience and training.
Seligman Fire District has been voted out of responding in the subdevelopment no matter what thier Chief specifies. If there is a medical call within the Bridge Canyon Estates legal boundaries then we will be your contact if we are called upon by the citizen to respond.

Hello,
Apparently you did not recieve our previous messages about adding us to your records when calling fire dept for medical call/mutal aid in and around Bridge Canyon Estates outside of Seligman. You are still dispatching Seligman FD into our area.
If Seligman FD continues responding in our area as per you calling them for mutual aid then we will promptly remove them from the scene and you will not recieve your emergency response payments from the residents in our area that you respond to. If you do not want to call us for mutual aid in medical calls then please do not call Seligman FD either.
This is according to what the residents in our response area want.

We do not currently have EMT's but we CAN monitor the patient or handle immediate first aid until the ambulance crew arrives.

1. Frederick Cross came to Seligman years ago. He changed his appearance and started using the name “Donna Clark”
2. There is a neighborhood outside Seligman called “Bridge Canyon Estates”
3. Frederick Cross has been the “fire chief” of a unincorporated private fire service provider called “Bridge Canyon Volunteer Fire Department” (BCVFD)
4. Frederick Cross aka “Donna Clark” claimed the Bridge Canyon Estates neighborhood as his “turf”
5. BCVFD is located three blocks from the Seligman Fire Station
6. On several occasions, Seligman Fire would go to a 911 call and Frederick Cross would show up at the emergency and would attempt to remove our firefighters. Sheriff’s reports can back this up.
7. In 2006 Frederick Cross plastered the Seligman Fire station with hate messages towards our former chief John Kennedy and all of our firefighters.
8. In February 2007, Frederick Cross aka “Donna Clark” repeatedly drove his fire truck around the Seligman Fire station blowing the horn and yelling out at us while were training. After Frederick parked the fire truck, he then went around to all of our personal vehicles and wrote down our license plate numbers. One of our firefighters demanded that Frederick leave at once and Frederick said that he didn’t have to because it was a public building. The Sheriff deputies cited Frederick for having no drivers license, no insurance, invalid plates, disorderly conduct, etc. (I have documentation)
9. In the meanwhile, we have been receiving legal threats and correspondence from a Meg Young attorney. When asked, Meg Young would not disclose her bar number, etc. (I have documentation)
10. Throughout 2007, Frederick Cross actively lobbied to get the 911 system to go directly to his number instead of Seligman Fire. Frederick Cross and his partner Charles Clark filed papers at the Yavapai county courthouse to claim all areas just outside of the Seligman Fire District as their emergency response territory. One of the territories claimed was where my home is in Sierra Verde Ranches.
11. Glen Kasprzyk at Lifeline Ambulance had been receiving calls and emails from Frederick Cross using the name “Donna Clark”. (see attached)
12. Yavapai County Technical Services received so many calls from Frederick Cross “Donna Clark” that they appeared to be taking this person seriously.
13. Frederick Cross claimed that all the people of the claimed neighborhoods were overwhelmingly behind BCVFD and Seligman Fire wasn’t allowed to be out there ever. (including my neighborhood)
14. I was very disturbed that the 911 system (Lifeline Ambulance, YCSO Yavapai Technical Services) were actually considering routing 911 calls through this private fire provider made up of Frederick Cross and Charles Clark (neither are certified EMT’s or firefighters while Seligman Fire sat idly by with certified EMTs’. I couldn’t stand to think that if my kids got hurt at our house, Frederick Cross would get the call and we wouldn’t.
15. The state of Arizona issued Frederick Cross government plates for his fire truck.
16. Frederick Cross began issuing press releases and other correspondence threatening to follow Seligman Fire to each call and remove them from the scene.
17. Frederick Cross put out correspondence for people to call BCVFD directly and they would arrive and dispatch Sheriff and Ambulance if needed.
18. Approximately 3 weeks ago, Seligman Fire was dispatched by 911 to Bridge Canyon Estates for a fire. After extinguishing the flames, Seligman firefighters were photographed by Frederick Cross departing the scene. Later that day the property owner Marshall Goldblatt received a telephone by Frederick Cross aka “Donna Clark” demanding to know why he called 911 instead of the number for Bridge Canyon Volunteer Fire Department. Frederick stated that as of the 1st of January, all 911 calls will go through BCVFD.
19. Frederick Cross repeatedly called the state fire marshals office to the point that when we called for help, they didn’t seem to want to get involved. This further emboldened Frederick Cross.
20. In November 2007, a petition was started throughout the neighborhoods for people to try to stop the 911 rollover that was about to occur as of Jan 1, 2008. The threatening letters to Lifeline Ambulance were attached to the petitions.
21. After viewing an email from Frederick Cross with a threat to one of our firefighters as well as personal information about myself and my wife Michelle Bulle (she is also an EMT on the Seligman Fire Department), I decided I had had enough. I went down to the Sheriff office and showed them the threats, and other documents that I had. They were frustrated because they got nowhere with the state fire marshal and said that Frederick was even allowed to get government plates.
22. I brought enough evidence to them so they could get a warrant. I had documentation of more aliases and I encouraged them to grab Frederick Cross’s computer for proof. I also brought up the fact that the attorney “Meg Young” was misspelling the same words as Frederick Cross.
23. I also had evidence that Frederick Cross was receiving donations of equipment from around Arizona by using aliases.
24. I hope the DA does something this time because the last charges were plead out and Frederick Cross went back to threatening us again.
