THE CITY OF WAUKEE, IOWA, IS STARTING a program to collect delinquent bills for ambulance service by attaching people’s state income tax refunds.

Currently they have about $80,000 in unpaid bills, even though they have contracted a private party to collect them. Apparently they have adopted the philosophy that the burden of providing public ambulance service should be placed on the people who use it directly.
