Safety Takes A Back Seat In Alamogordo

A VOLUNTEER FIREFIGHTER IN ALAMOGORDO, NEW MEXICO became concerned that the fire hose hadn’t been tested in at least 10 years.  Despite his questioning the practice, nobody in the FD was interested in it.  The volunteer, Tom Krajci, relates:

Curious as to whether or not there were regulations governing inspections of safety equipment, Krajci called Paul Quairoli, coordinator of Otero County emergency services.

“When I explained my concerns, Paul told me he was not going to be the bad guy in this matter and said he had received no concerns from anyone else,” Krajci said. “He said that unless he received complaints from anyone else, he was not going to do anything.”

After going on up the political ladder in his quest and receiving no interest in it from any of the county officials, the FD held a special meeting to discuss his concerns.

“The chief, Fred Kezar, asked me if I was willing to resign from my position as volunteer firefighter,” Krajci said in an interview after the meeting. “I told him I did not want to leave. He then told me that there would be a motion at the next meeting of the fire department to have me terminated.

“I asked him why, and he told me he felt I have been out of line over this safety issue.”

Krajci said the meeting, in his opinion, was driven not by any concern over safety but by raw emotion.

“One person at the meeting told me that what I was doing was potentially lowering the safety rating of the department, which will cause our department to lose money,” he said. “Someone else at the meeting told me they had ‘met my kind before’ and knew how to deal with such people. Another person asked me if I was on the team or not.”

The chief was asked if it is his intent to have Krajci removed from the department.

“It will not happen as long as he doesn’t cause any more trouble,” Kezar said. “He’s been such a butt hole that most of the guys in our department wanted to let him go. He almost got me put back to a 10 ISO rating. He’s just been out causing problems for us.”

    Safety rating? Seems like safety takes a back seat there. Another Department that meets no standards but its own. Have’nt we seen a lot of this lately?

    It appears to be another incident of safety issues taking a back seat to personal agenda. As an example, the Chief said, “He almost got me put back to a 10 ISO rating. He’s just been out causing problems for us.”. If safe equipment is a problem, then there are greater issues, in that department, that need to be dealt with. The emergency services coordinator also appears to not understand the specific issues. He states, ” But a man will always give priority to his paid job before his volunteer job, and in rural departments things just tend to move slower than in larger municipalities. That’s just how things go.”. An injury or death, be it at a paid or volunteer job, is ultimitly the same, and does not move slower because it is a rural area. Wake up people, the law suit waiting for you is just around the corner, and will treat you no differently because you are in a rural area. If the Chief feels threatened by Mr. Krajci, he should be. It is the 21st. century and it ok to put your horses out to pasture.

    It appears to me someone is blowing smoke up somebody’s butt! The NFPA standards are recommendations but go to court and see what the lawyers will ask if you’re following. And for the 9 rating, I don’t believe the fire marshals office hands those out. Our department just went through and ISO rating and it’s not easy. You have to do a lot of work and have a healthy paper trail. It’s too bad their Chief takes a look on the issues like he does. It would be nice if they at least moved into the ’80′s.

    It’s too bad this chief doesn’t take a stronger stance on safety. It almost appears that he doesn’t have a total understanding of the NFPA or ISO. Yes, the NFPA is just a national standard, but whats the first thing a lawyer is going to ask?? And a 9 ISO rating isn’t far from a 10. It would be nice if this department would at least get into the 80′s.
